This gigantic clock contraption seems to have been developed by the Templars to provide an additional decoration for the Temple.

The clock is a gigantic clock. No more, no less. The weights are lethal if you come into any contact with them, but to pass from the ziggurat to the tree maze, they need to be navigated. More importantly, inside one of the alcoves (accessible after turning the clock on using the levers in the passages) lies the shoulder of a statue, which can be used to either bypass the puzzle at the shield grotto or to solve the crypt puzzle.
